Hon. Umaru Napoleon Koroma

Deputy Minister of Mines and Mineral Resources Ministry of Mines and Mineral Resource – Sierra Leone

Umaru Napoleon Koroma Esq. holds a postgraduate degree in International Dispute Resolution from the University of London having passed with Merit examinations conducted by Queen Mary University of London, with specialization in International Commercial Arbitration and international Investment Law, having also completed his undergraduate degrees in both political science and law, respectively at Fourah Bay College, University of Sierra Leone. He served as the Deputy Minister of Justice of the Republic of Sierra Leone and doubles as the National Secretary General of the governing Sierra Leone People’s Party.
The Deputy Minister of Mines Designate was initially appointed Chairman of the National Commission for Privatization immediately following the election of Julius Maada Bio as President in 2018, where he was responsible for management and policy guidance of government parastatals.
As Deputy Minister of Justice, he has led many government delegations on multilateral agreements including Sierra Leone’s delegation to the United Nations Convention on International Settlement Agreements resulting from Mediation, also known as the Singapore Convention on Mediation.
At the Ministry of Justice, he also participated and negotiated majority of the big Mining Licenses given by the Government of Sierra Leone to the major mining companies presently operating in the Republic of Sierra Leone.
Umaru Napoleon Koroma also holds a certificate and Diploma from the International Centre for Settlement of Investment Disputes and The Africa Arbitration Academy respectively.
